Is this is a *new* installation...

an older installation that was partially completed but never put on line...

or a previously working installation that has now started erroring out.

Your staement "... I'm just now trying to configure..." is what prompts my
request for clarification.

This is not a normal error, and suggests there may be some defect in the
database itself; your answer to the question above will determine the
recommended course of action at this point.

this is a new install.

Then my suggestion would be review the steps you performed, review the Step
By Step Guide, uninstall the whole package (including IIS), and restart from
scratch following the steps documented in the Step By Step Guide.

The error presented is highly atypical for a properly performed basic
installation, and it will take significantly less time redoing the work
following the provided guidance, than it will to try and diagnose the
cause -- not to mention that the cause may ultimately require a
reinstallation anyway.
