You need TWO WSUS Servers to operate in the scenario that you are
describing.
And, frankly, you need to find a way to get that "six week" window for
server updating significantly reduced.

here you might actually get some additional/alternative viewpoints. :-)

Add a second REPLICA server with MANUAL Synchronization, and synchronize it
MANUALLY as needed.
Assign your SERVERS to this "manual" server for their updates.
Then leave your workstations (and WSUS Servers) assigned to the PRIMARY
server, and let it function with normal daily synchronizations like the
Windows environment is intended to be done. And poof -- you've solved the
"workstations can't get updates" scenario.
