This is the default behavior of WSUS.

Then you need to explicitly set the child groups to NOT APPROVED when you
set the parent group to APPROVED.

When you're ready to deploy to Group 1, set the approval from Not Approved
back to Inherit from Parent, and so forth for each of the rest of hte
subgroups.
