I found this error in the WSUS logs retrieved via the WSUSDebugTool:

I deleted the cookies from the browser, added "Critcal Updates" to the
types (a.k.a. Classifications) and synched. This time I got many "A
dependency of the update was not found on the server and was not provided by
the upstream server." errors. I'll add the rset of the classifications and
see if that helps.
