It may be "normal" with having Norton/Symantec products installed.

Because there is no Symantec product for Home Users that is compatible
with Windows. You can prove it by uninstalling NAV, rebooting, run the
Norton Removal Tool, and reboot once more.

How is wuauclt.exe behaving now ?

Replace NAV with a reliable, trustworthy AV that is compatible with
Windows. Antivir, Avast, and Microsoft Security Essentials are free and
are Windows compatible.

Sure, you may want to ask Symantec (McAfee etc.pp.) why they aren't
building Windows compatible AV scanners.
