Jim,
Microsoft issued a reg key that IT staff could distribute to "block" pc's from pulling the SP2 update. Automatic updates keeps working for other critical security updates but SP2 is side stepped when this key is found on any client pc. Anyone can read about it on Microsoft's webpages for WinXP.
Microsoft has even announced that the block will be effective beyond the initial 180 days to April 12, 2005.
Also surprising your IT guys would be loading SP2 on production machines and not test beds.
