It applies to both but it is not really "forced" it just means it will now
show up on the Windows Update website.

That is not really correct.
SP-2 has in the past and will in the future show up on the Windows Update
website.

Any changes only apply to those few who installed the tool referenced in my
last link.
For everyone else, there is no change at all.
