Yes. The Windows Update Agent, in combination with the update metadata,
contains sufficient intelligence to ensure that Windows XP Service Pack 3
will only be downloaded/installed to Windows XP systems.

The question revolves around: Why?
The best way to start answering the question is to analyze the detection
event on one of the XP PCs that has not yet installed SP3. It could be that
SP3 is not being detected (for many reasons, normal or defective); it could
be that SP3 is not downloading, or has simply not finished downloading; it
could be that SP3 is not scheduled for installation, or that the
installation has failed.
Pick one of these PCs, and post the most recent detection event in a reply
to this thread. The starting point of the desired log entries will be marked
