Do you use "Registry cleaners"?

No, you cannot "overinstall" SP3 as the attempt would fail.

In this case, I suspect the only way you're going to resolve the problem is
to back-up your personal data, format & do a Clean Install using the hidden
Recovery partition on D: drive. Please note that a Repair Install will not
fix this.

If you have and use the CDs that came with the machine in question or use
the hidden Recovery partition (if present) to do the clean install, you've
got nothing to worry about.
