I sent my wife an email ticking the read receipt drop down on Windows Live
Mail to test it out. She is on Hotmail too and got the email but was not
asked to reply and I got nothing back. I also tried the same with my work
email and the same thing happened. Am I doing domething wrong?

Yes. Attempting to use a facility which is highly unreliable. Since the
facility can be abused by spammers, trying to verify email addresses, many
server administrators (Hotmail, your ISP, and myself) configure their
servers to ignore read receipts. Beyond that, many users also ignore them.
Probably the most reliable place to try using them in an enterprise
environment running MS Exchange, and enforcing a policy of using them. Even
then, if you send email outside of that environment, read receipt is as
likely to fail (for the cited reasons) as not.

On the receiving end, you need to look at the mail client to see if it
will respond to Receipt requests. In WLM this is at Tools (ALT+T),
Options, Receipts.

In your Sent Items folder look at the Message Source (Ctrl-F3) for the
original message. Does it have a
Disposition-Notification-To:
header? That's the request for the receipt.

And at the receiving end look for the same header. If it's missing,
then it was removed along the way, most likely by the recipient's mail
service.
