Real Administrator Impotent?

Vista Business. I activate the Real Administrator account via group
policies. I logon as Real Administrator and then try to reset Security
properties of all folders within the Program Files folder giving the the
lower user/administrator full control. This process works on all folders
except for the Microsoft folders (Media Player, Movie Maker, Games etc). Why
can't the REAL Administrator change the Security settings on those folders?
Isn't the REAL ADMINISTRATOR account all-powerful or does MS really own our
computer?

Right click on Computer --> Manage --> Local Users and Groups -->
Users --> Administrator.
Right click --> Properties uncheck "Account is disabled".

Right click again on Administrator --> Set Password...

Log off and log on again and you will see Administrator in Welcome
Screen.

Yes, I have done just that. That's why I distinguished betweem a user with
admin rights and the REAL Administrator. My point is even when I am logged
in as the REAL ADMINISTRATOR, the Security settings on some folders (MS)
within Program Files can not be changed.

I did not try 'taking ownership' as the REAL Administrator. I assumed there
was no higher power and the REAL Administrator had full, unchallenged
control to do whatever. And changing security as the REAL Administrator did
work on all folders in the Program Files except the MS folders.

Try taking ownership first, then change the permissions. I don't get why you
need to change the permissions anyway for these folders.
