REALLY turning off the firewall

I've temporarily disabled the firewall, as one of my peer-to-peer
applications is complaining about being firewalled and losing connectivity.
This was after I had "allowed" the application, so to speak. So I disable
it entirely and the application still has problems. Is there any way (other
than rolling back to SP1) to have it legitimately turn off the firewall
behavior completely? I want certain applications to have unrestricted
access for both incoming and outgoing, and I can't seem to get it to oblige
me.

start, control panel, security center, "change the way security center
alerts me"
And:
start, control panel, windows firewall, choose "off"

James, be aware, that many P2P applications have built-in software bits and
pieces like fx. ad-ware, that pose a potential security thread to your
system (or your personal information residing on your system). I had KaZaa
installed for a while (while still on WinXP Pro SP1), and before installing
Symantec's Norton Internet Security (containing a firewall, antivirus and
other great stuff). When I installed Norton Internet Security 2004 + Norton
System Works 2004 (System Doctor, SpeedDisk etc.), I suddenly had tons of
warnings of what was REALLY going on on my system.

Other great tools to spot adware (and other behind-the-scene things, that
are installed) is X-Setup from http://www.xteq.com/

Sorry, James, my mistake: X-Setup is a Windows tweaking tool. What I really
meant was a tool called SpyBot. Can't find the exact link to the developer
right now, but I downloaded it from Tucows via this link:

The problem is, I've allowed the application explicitly through the
"Security Center" and I've unblocked the port that it operates on. It seems
to be limiting the number of connections. I've since modified my TCPIP.sys
file to allow 50 connections or so, but I'm not sure that it's helping that
much.
