In Windows Server 2008 R2 FFL with AD Recycle Bin enabled, can an object be
reaminiated when it is in its Recycled Object Lifetime i.e after 180 days of
deletion has surpassed??

Hello Dallas,

After the recycled object lifetime expires the garbage collection process
deletes the recycled AD object from the AD database and can only be restored
from an AD aware backup solution. Do not attempt to recover a recycled object
through an authoritative restore from a backup of AD DS. Instead it is recommend
that you recover deleted objects with Active Directory Recycle Bin during
the deleted object lifetime.

Yes it can though you'll have the very same effect as if the Recycle Bin
wasn't there. It pretty much is a tombstone (here called "recycled
object") and got stripped off most of its attributes.
