Hello Hank,
If the DC is not longer existing in the network and can't be demoted correct,
you have to cleanup the AD database BEFORE from the old DC.
See here about seizing the 5 FSMO roles(if needed), cleanup the AD database
and AD sites and services:

Also remove all existing entries in the DNS zones and zone properties. Wait
for replication and check with dcdiag, netdiag and repadmin /showrepl that
no errors exist.
If all above is done and error free start with the new installation, either
with old name or new name.
