Comcast is an ISP, not an email client. Windows Live Mail (among others) is
an email client.

Nothing I can think of. If the Comcast mail servers were normal, I might
have an idea. But Comcast has moved everybody to something called,
"SmartZone". It would take a Comcast insider to understand all the user
options offered, and which do what when enabled, or disabled. I am not a
Comcast customer.
With an ordinary server, I'd guess that the messages not downloaded were
somehow marked by Windows Live Mail has having been downloaded. Or the
database which keeps track of what has been downloaded is FUBAR.
