When you click this tab it shows you the recent items you have opened or
used. You use to be able to clear that in windows 2000 and older versions.
Can you clear this in vista ?

Err WHAT "recent items" tab? In what application are you seeing this?

I am using Vista as an operating system. If you click on the bottom left of
your screen ( windows icon, on 2000 and older it said start ) it opens an
windows with your prorams listed, one of them on the right says...Recent Items

Well firstly that's not a TAB, and secondly, most Office applications
ALSO have "recent items", so you see it could have been anything....

If you right-click on "Recent Items" there's an option to "clear recent
items"....

Did you right-click on it?
I'm running Win7, but has the option to "clear the recent items list"
I think Vista did too.
