If you have rebooted since last installing any software,
yes, you can delete any temp files.
Many times when you install a program it will use a
temp file and some files cannot be replaced until you
restart your computer because they are in use. Some
software installs do not tell you that you need to restart
your computer for the install to complete fully.
To be on the safe side never delete temp files after
installing software until you have rebooted.
I've encountered many users who install a program or
update and are even prompted to "restart now" or
"restart later", they click "restart later". Well, they forget
all about it and then do some disk cleanup and delete
those necessary temp files before restarting.
A useful hard drive cleaner.
