recycle bin emties on shut down

It looks like my recycle bin emties every time windows is shut down. I'm
using Vista.

Do you have Disk Cleanup running automatically in Task Scheduler? Check the
Properties of the Recycle Bin by right clicking on it to make sure Delete
Immediately is not selected.

Where do I find Task Scheduler?

Have you load any tweaking utilities? These often set the Recycle Bin
to purge on shutdown.

Are you by any chance running CCleaner? If so then you may have the
application set to run on start up. This will clear the recycle bin and
other files when the PC starts up.
