Recycle Bin Mystery

It's too easy to accidentally delete the Recycle Bin in Vista, but of course
you can put it back by clicking "Personalize" and "Change Desktop Icons".
However, when I did this I ended up with an empty recycle bin that *stays*
empty, no matter whether it has deleted items in it or not. Yes, I can
right-click it and see whether it's full or not, but there should be a way
to get it back to normal, so that it shows when it has something in it --
shouldn't there?!

Bin.
