Recycle Bin Not Empting

This is a "I've been meaning to ask but have forgotten" questions.

I am posting here because it happens more often on our Fileserver
(Win2003 Server) but it has happened on Desktops also.

Occasionally when I go to empty the Recycle Bin it does not empty. Get
a dialog saying cannot delete a filename.

When I open the Recycle Bin it has "Windows" listed, nothing else, not
the filename in the previous dialog.

Rebooting the system takes care of the problem.

Anyone have an idea what causes this?
