Recycle bin not recycling

when i delete files from my computer, none of the files end up in the recycle
bin. the recycle bin always stays empty. this is rather frustrating, because
i have lost a few files that i needed, after i deleted them when they were
supposed to be in the recycle bin.

can anyone help me out here? i'm at a total loss for idea's.
