Recycle deleted --- how to restore?

My recycle bin has accidentally been "deleted" from the desktop.
Can that be restored without a "sstem restore" ? If so, how?

Go to START>> SETTINGS >>>CONTROL PANEL>>PERSONALIZE>>Left side under TASKS
Change desktop icons, Put a check on Recycle Bin hit APPLY and you are
