Red Button disappeared from Vista logon/welcome screen

I don't know how or when it happened, but my restart/shutown option button in
the lower right hand corner of my Welcome screen disappeared?

"shutdownwithoutlogon"=dword:00000001

Run regedit and make the setting above

I found the answer later on in these posts: Go to Regedit and find
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon and
change the "ShutDownWithoutLogon" value from 0 to 1

Follow the steps:

1.) Start the *Local Security Policies *snap-in from Administrative
Tools
2.) In the tree-view go to *Local Policies >> Security Options *
3.) Change the option *Shutdown: Allow system to be shut down without
having to log on *

There was no "policies" in that location of my registry. See my further
answer how I solved it. You are giving the wrong advice.
