Red Screen; Control Panel Personalize Not Working

Hi Folks,

When I booted my sys yesterday, the usual backround photo did not come
up and my screen is red. There are no other apparent problems as the
system seems to be functioning properly otherwise. When I go to control
panel and try to run personalize, a window opens for a few secs then
blanks out. Further investigation in trying to run the program shows
that a program is apparently missing. I have done all the usual fixes
for control panel issues including getting the hot fixes, starting
software licensing services etc. All to no avail. I upgraded this
machine from XP to Vista Ultimate months ago with no issues.

Will appreciate any help.

Try doing an inplace upgrade over your existing installation and see if it
fixes the issue.
