A refferal was returned from server - Speech recognition

Installed Vista SP1 a few days ago, and when trying to open Speech
Recognition, On-Screen Keyboard and Narrator, I get the following
message: "C:\Windows\System32\[Narrator/osk/sapisvr].exe A referral
was returned from the server." Typically, this has something to do with
the UAC (User Access Control) in Vista, and the programs were working
well before the update - though I hadn't used it for about a week before
the update. When I just click the shortcut on the Start Menu, the above
message appears. the account I am using is an administrator account, and
even if the program is 'Run as Administrator' the message still appears.
The program functions normally if UAC is disabled, however this will
clearly compromise the security of my system. I am using Vista Home
Premium, and as such Local Security Policy is not available, and cannot
be snapped in via mmc.exe. Surely the SP1 update should have been
tested for this? Has anyone else come across the same problem,
especially to Microsoft own products. Can anyone suggest a fix to this
issue, without disabling UAC? I have tried to disable 'Prompt on Secure
Desktop' via regedit, though it doesn't seem to work. I have noticed a
few SP1 'referral returned' messages on Google - does anyone else have
these issues?

I hadn't used Speech Recognition before installing Service Pack 1, but I
am getting the same response. Occasionally, the service starts but most
frequently it returns this error and it never starts on StartUp as it
has been instructed to do.

Yes, I have the same issue with SP1 and Home Premium. I have created:
Microsoft incident SRX1065964782. The response is not going well. First
instruction was to Clean Boot with only MS services enabled. No change
in problem. Extract and zip .nfo and sys and app logs. MS Server will
not accept size. Then, MS server down. It appears to be up today, but no
responses.

One thing that seem bizarre to me is that after the computer has been
running for several hours, I can manually start Speech Recognition
occasionally. This seems to indicate that whatever Vista process blocks
starting Speech Recognition doesn't always do so, except at Startup.

I have had this problem too! but it was solved by microsoft itself.

Update for Windows Vista (KB947562)

Installation date: ‎5/‎28/‎2008 9:04 AM

Installation status: Successful

Update type: Recommended

Install this update to resolve a set of known application compatibility
issues with Windows Vista. After you install this item, you may have to
restart your computer.

This thread was useful to me - up to a point. Unfortunately, the MS KB
update did not install on my system. I'm running Vista Business N which may
have something to do with it.
Still, in order to keep UAC enabled, I've come with a simple-ish solution.
Firstly, create a small .cmd file with the following script (assuming vista
is installed on the C: drive) and call it what you like.

c:
cd\
cd windows
cd speech
cd common
sapisvr -SpeechUX

I've moved this file to my Launcbar. All I have to do is right-click and
select run as Administrator, comfirm my credentials and away it goes.

Not the most elegant of solutions, but it works and is much better than
leaving UAC disabled.
