Don't know for sure, but doesn't it give you that option upon a fresh
installation?

Any of the current MS operating systems will not let you (re)format the
drive on which the active OS resides. Formatting is a little harsh. What
problem(s) are you having? You can just install the Vista Install disk and
look for a "repair" install option.

Right, startup with the Vista-DVD and there is the possibility to
partition and format the disk.

Use 3rd party software or Vista install disk to make any partition
changes or drive formatting.

Why? It is very rarely the right way to fix a problem.

You do *not* format the drive as a separate step before reinstalling
Windows. Just boot from the DVD, and follow the prompts for a clean
installation. The format will be done as part of that installation.
