Refresh and Delete buttons? What happened to them?

I just bought my first Vista computer. In windows explorer AND internet
explorer I am trying to find where the "refresh" and "delete" buttons are.
Are these buttons available in Vista or just xp?
Please note: I know I can press F5 for refresh and I can right-click to do
a refresh and/or delete. I don't want to perform these functions in that
way. I want to put a button on the task bar that allows me to perform those
functions, just like I have done in xp.
