When I try to send a link via Live Messenger, I get the following error:

The following message could not be delivered to all recipients:

This only happens for certain links. http://www.google.ca ca does not have
this issue, but if I send a link like http://umm.mine.nu the problem
occurs

It also happens when my friend tries to send the same link to me, which, I
believe rules out my local host file and my ISP.

According to some web searches on the subject, it appears that Microsoft
blocks certain words from being sent via a link. However, in my case,
all of the URLs that I have been sending are procured from www.dyndns.org
All I do is pick the first part of the URL. The rest I choose from a list.

It seems to me to be triggered on the length of the URL because I have some
long URLs that I have pointed to my website and when I try to send them,
they work as expected.

The odd thing is that if I enclose the URL in "" (quotes) it will often
(not always) work.

Any ideas?

Greetings,

Microsoft has a filter in place on Messenger which filters links. This filter (which is
based on simple text strings) changes regularly and is intended to help block worms and
malware.

As such there isn't anything you can really do except change the link so it will work or use
a service like tinyurl to redirect your contact to the correct site.
