Regional Settings and Paper size?

I am consistently running into issues with the default page size setting
in Vista. If I have selected letter paper size it's gone after every
reboot and defaults to A4. WTF?! If my regional settings are for US then
shouldn't the default paper size be letter? Maybe I'm missing
something?! My work laptop (Vista Home Premium) and my machine at home
(Vista Ultimate x64) both do the same thing. When I select letter as
the paper size I SHOULDN'T have to keep remembering to set this after
EVERY reboot. I NEVER had this problem in XP! If there's something I'm
missing here then help me out guys, I've about had it with dealing this
one of many annoying quirks in Vista. Before I go into another rant
I'll end this now...
