Registering files and editting permissions

I am attempting to register a file called *fusionbuttons.ocx*. As pe
instructions I received, I placed this file into the location *Compute
> C: > Windows > system*, then attempted to "Run" it as *regsvr32.ex
C:\WINDOWS\SYSTEM\fusionbuttons.ocx*. However, upon doing so, I get th
following error message

I have searched for and found the Microsoft Corporation support cente
where they describe the symptoms, cause, and resolution to this error
Accordingly, I understand that the error is occuring due to a denial o
access. To resolve this problem, I read


- Start Registry Editor (Regedt32.exe)
- Select the following key in the registry
HKEY_LOCAL_MACHINE\SOFTWARE\ODB
- On the *Security* menu, click *Permissions*
- Type the required permissions for the account that is
accessing the Web page
- Quit Registry Editor

I understand and have completed steps 1 - 3, but I don't understan
step 4. Elaboration would be greatly appreciated
