Registry Question & Updates

In the Updates section of the Registry on XP Home, I have a number of
keys corresponding ot updates, but there are no values or data
associated with the keys.

Does this mean somebody hacked the Registry in order to fool Windows
Update?

Or do some updates normally install, create a key, but create no data
or values for the keys?

Very unlikely...

Where in the registry are you seeing this?

Here's an example:

I've got a number of keys where = is blank. Is it supposed to be like
that?
