Plz can anyone tell me how to install regsvr32 MSXML3.dll which cannot be
found on my computer, this has stopped all my windows updates from working

1) How do you know *that* is what stopped all your windows updates from
working?
2) How do we know what version, edition, service pack level and architecture
of Windows you are running?

First you tell us what you are reading which told you to try to find that
because you should probably reread it more carefully or find a better
suggestion to do whatever it is that you think you wanted it to do.

Hint: regsvr32.exe msxml3.dll is a _command_ which is sometimes
suggested as a repair procedure in certain circumstances. Entering a
version of a command in a search bar in some versions of some OS might give
some people the idea that it couldn't be "found" on their computer. That
would be true. They would be making a mistake (treating a command as they
would a filename) and should try issuing the command somewhere more
appropriate, e.g., in a Run... dialog or in an actual cmd window's command
line.
