Will reinstalling Vista over an existing installation result in a loss of
data/etc. I have been told to try a reinstall (Not a clean reinstall) to
eliminate a problem which has not been solved by restore, repair, etc.

It should not result in a "loss" of data.............but then that depends
on what you mean by data.
you personal saved files should still be there...........your Email settings
might need to be redone........your wireless settings might need to be
redone.

Will I have to reinstall any programs or hardware?

No but it is prudent to back up before. Make sure that your AV and all security apps is disabled when doing this and remember to enable them right after. Also it is a good idea to disable your bits in services.msc .. Enable immediately after re-install.

Personally I like reinstalling to a new hard drive.
Then I don't have to worry about data. I just copy back what I need.
But not everyone can install a HD in a pc :-(

You could always buy a USB external HD and copy all of
your documents and things to it. Then wipe the HD and start over.
Be sure you have all of the driver disk for your hardware.
Or do a restore. Some restore disk will erase the HD when they
reload. This would erase all of your previous data.
