Remote access turned off after XP sr2

After installing SR2 remote access is turned off.

How can I stop this from taking place.

I am wanting to push out the SR over the network to our users. But that
would mean I have to manually go to each pc and reset the setting for Remote
Access.

After running this release I also can not remotely send anti-virus software
to end users.

Any help would be greatly appreciated.
