Remote Administration will not enable

I have Vista SP1 installed and when testing WMI using WBEMTEST I get the
following error:
Number: 0x800706ba
Description: RPC Server is unavailable.

Ran netsh firewall show service and the Remote Administration shows no under
the enabled column.

Ran netsh firewall set service type=REMOTEADMIN mode=ENABLE scope=SUBNET
profile=ALL and still have the same error and both the Domain and Standard
profile are not enabled.

Ran the following 2 netsh commands with the same end result:

Netsh advfirewall firewall set rule group=�Windows Firewall Remote
Management� new enable =yes

Netsh advfirewall firewall set rule group=�remote administration� new
enable=yes

I even setup Group Policies to Allow Remote Admin with no luck

I am running in a SBS 2003 Premium environment with ISA 2004 SP2

Your assistance will be greatly appreciated.
