Greetings John,
What the message really means (it's been stated wrong and apparently the Messenger team is
"too busy" to fix the link) is that you need the latest Windows Messenger (not Live) release
installed in order to do Remote Assistance within Windows Live Messenger.
As such, you just need to download and install this:

After that, it should work as you would expect.
