Remote desktop reconnects fail

I need to know exactly why this message occurs on remote desktop
reconnects and how to fix it. I have to reset the remote machine to
restart the OS to get back in.

"The task you are trying to do can't be completed because remote desktop
services is currently busy. Please try again in a few minutes. Other
users should still be able to log on."
