Remote firewalls?

Most days (not all but most) when I start my computer for the first time and
go to the IE browser it will not let me connect to my home page. I get a
xcreen that says the system has encountered a problem and can't connect to
the page. I click on the diagnose problem bar and it then tells me that Yahoo
(my home page) is running but a remote firewall may be affecting it. My
firewall is turned off. The weird thing is that it's almost like the computer
is "cold" because after I've waited for a few minutes or tried connecting a
time or two with these same responses then all is well and I can connect
right away.

Anyone have any ideas or advice?
