What kind of hardware?
For some kinds of USB storage devices, such as flash drives, we can avoid
that "Safely Remove Hardware" icon altogether. In Disk Management
(diskmgmt.msc), right-click on the device (left-most column in Graphical
View), choose Properties | Policies, then set it to Optimize for Quick
removal, rather than for Better performance. This causes all writes to go
directly to the device, rather than into the cache, so it is always safe to
remove the device.
I don't know if this will work for a printer or other hardware,
