Rename Photos

I am running Vista Home Premium. I am trying to rename a group of .jpg
photos. I expected it to work like XP. I drag the photos into the order that
I want them, highlight all of the photos, right click on the first one and
rename it Photo (1).jpg

It seems to work differently every time I do it. I highlighted 3 photos and
rename them to be: pp (7).jpg.
I expected pp(7).jpg. pp (8).jpg, pp (9).jpg. What I got was pp(7), pp(2),
pp(3)

I have no idea what is going on.

What am I doing wrong?

OOPS - forgot to mention that I am doing it in Windows Explorer. I prefer
not to use tags as I have over 30Gigs of photos from my prior XP system.

From a little experiment here, it looks like it only works if you rename to
pp.jpg or pp (1).jpg ie beginning at 1. Otherwise it appears to 'fill in the
gaps'
