Repair Windows backup file

A few months ago I had to "repair windows". It created a C: Backup File.
Since then all my "utilities" (Spyware cleaners, etc.) spin through that file
increasing their time to process. It's a very large file, I presume a copy of
my hard drive prior to the windows repair.
I tried moving (send to) the file to an external mass storage device but it
didn't move all of it? Looks like it copied it, not moved it.
Is there a reason it must stay on my local hard drive? Can I delete it?
