repeated kb892130 install (WGA)

i don't get the failure notification, i get "successfully installed" but when
i click the continue button on the update page, the update that is installed
is the same one it just finished installing, over and over again. even the
install history page states the update was installed successfully, but this
install is not making it.

Before we troubleshoot the issue, please copy the setup file of this update
and save it on C:\ (the root directory of drive C):

1. Please download the wga patch to c drive and rename to security patch
number which end with .exe and we save the setup file to C drive. Later we
will use this file to reinstall the update.

Step 2: Reinstall Update in Safe Mode
===========================
1. Restart the computer.
2. Keep pressing the F8 key until the Windows Startup menu appears.
3. Choose Safe Mode, and press Enter.

Note: In Safe Mode, your system display and desktop will look and perform
differently than in Normal Mode. This is only temporary.

4. In Safe Mode, click "Start" and click "Run".
5. Type the command below and press Enter:

C:\(patch number).EXE /N:V

Now we are forcing the setup program to update all the related system files.

After all the system files have been updated, please restart the computer to
Normal Mode, and then visit the Windows Update site and perform a scan. (If
you are running Automatic Updates, please temporarily disable it before
scanning for updates) If we do not find Update 823353 offers, we have reso
lved the issue.
