Repeated prompts to install updates after successfully installed

I reported this problem to Microsoft, about repeated prompts to reinstall
updates, and was given these steps to try:
1. Register Active X controls - JSCRIPT.DLL, MSXML3.DLL, ATL.DLL, WUAPI.DLL,
WUAUENG.DLL, WUAUENG1.DLL, WUCLTUI.DLL, WUPS.DLL, WUWEB.DLL. All the DLLs
starting with WU produced a message saying "Load Library (WUxxxxx.DLL)
failed. Get last error returns 0x00000485." So they couldn't be registered.
2. Stop Automatic Updates.
3. Rename the Software Distribution from your system. The instructions here
started with - "Click Start, Run, and in the Open box write '%systemroot%'
and press Enter. My computer couldn't find Systemroot, so I aborted that fix.

Could it be that these instructions apply to Windows XP? I am using Windows
Me. if that makes any difference. I don't know if the updates are really
installed, even though I get a "successfully installed" message after
installation completes and my installation history lists them as successful.

That means you don't have those modules.

Depending on which ones are missing
I suspect it is normal for your OS.
E.g. some may only be present when a user is
connecting via WUv5 or WUv6.

%SystemRoot% is an "environmental variable"
used to point generically to (e.g.) C:\Windows
and thus avoid confusion caused if the user instead
happened to be booting from D:
%windir% is a common equivalent alias.
One way to see them would be to enter in a command window: set

Yes but more specifically it applies to WUv5 and WUv6 only (not WUv4.)

See if you have some current logs called *Update.log and iuhist*
You may find more detailed clues in them.

BTW you may find you get more informed assistance
from a newsgroup which specializes in your OS.
