I've encountered this issue on some of my clients as well.
On most clients simply renaming or deleting the MSXML4.DLL and allowing the
installation to recreate it works. On a few, I had to download and install
the update manually and install after the rename/delete.
But, on at least two machines, the problem persisted even then. So I tried
to isntall the update in safe mode, but the update threw an exception that
said it could not be isntalled in safe mode.
Instead, I uninstalled the update in safe mode, rebooted and re-installed
the update again in normal mode also ensuring that the MSXML4.DLL was renamed
or deleted. This seems to have cleared up the problem.
