repetitive install for Security Update for Outlook Express (KB9115

Cumulative Security Update for Outlook Express for Windows XP (KB911567)

I just downloaded all the updates to my computer and am running windows xp
pro and this has been installed no less than 20 times and keeps getting
downloaded after it says it has installed successfully. The history says its
installed but it keeps getting downloaded. I am not even using Express as my
email client.

How to troubleshoot Windows Update or Microsoft Update when you are repeatedly
offered an update
