Feature/Option didn't work in the early private betas. Option removed prior
to public betas.
Reasoning: If feature was present and didn't work it would generate support
requests. Removing the option allows support to respond with one single
applicable answer
- Not available by design intent.
Fyi - the primary purpose of WLE apps are for use with Hotmail type
accounts and the built in integration across the other 'Live' products
(Messenger, SkyDrive, Photo e-mail, Office Apps, Hotmail DeltaSync)
-i.e. Insert '>' has little priority on the 'need to do' list as it
pertains to news or mail messages. Features are driven by the Hotmail and
Messenger user base (approaching 0.75 Billion combined) which dwarfs the
use of WLM for news or pop3/imap mail.
Why? The name of the program is a good indicator -> 'Live' and for use with
'Live' (products or services).
Fyi... Insert '>' is available if needed in the Hotmail web UI for any Live
ID (Hotmail or 3rd party email addresses registered as a Live ID)

When I reply to an email message there is no indicator like ">" before the
lines of the quoted text of the email to which I am replying.
I am using "Windows Live Mail 2011 Version 2011 (Build 15.4.3508.1109)".
