Is there a link to report issues with Vista SP1 RC?

I had it on my system for a couple of weeks now and all in a sudden things
starting acting up.
I could no longer open the Control Panel (any command that would require the
"control" app to be called would no longer work).

My system has been running with an NVidia Nforce 4 SLI motherboard, AMD
4400+ CPU, 2GB of RAM, 2 Geforce 6800X (non-sli mode).

I've updated all the drivers but nothing seems to work. Safe mode would
allow me to access the control panel so I'm assuming it's driver related.

Also the NVidia onboard ethernet card has been causing issues in the last
few weeks (forceware 15.00 and 15.01 drivers didn't solve the issue). I ended
up getting a Dlink DGE560T card as the drivers seem to work ok with Vista.

In any case I'm not sure where to report this issue. Vista is becoming a
nuissance more and more. Codecs keep on crashing my MCE system (with or w/o
SP1).
