Required dll not found sp4iis during W2K SP4 Install

When attempting to upgrade from W2K Server SP2 to SP4 I received the
following errors

"Required dll not found" for file sp4iis
"Setup failed to remove ism.dll script mappings. Servcie Pack Setup will
abort"

I am logged in as "Administrator"
I have issued the RUN CMD "Change User /Install"
Attempted install in SAFE MODE

Installation fails near end of service pack installation
