reregister windows update coponents

when i try to run regsvr32 msxm13.dill it says it can not be found. what does
that mean? and can you help, ty. i was unable to to install updates so i was
sent this e-mail with some steps to try and resolve my issue and this was one
of the steps i had to do from COMPASS RULE MANAGER

I'm not sure, the file doesn't exist on my system... Try this though...

Start
Run
type "cmd" or "command" on 9x systems (without the quotes)
Hit Enter button
Type the information you were given (it's probably DLL not dill by the way)
and hit enter...
You should get a confirmation message.
