The resource loader cache doesn't have loaded MUI entry? D: T-T Someone help!!

Okay. So I've had my HP laptop for almost a year now, and up until a
month ago it was awesome. I love Vista.
But now, whenever I try to uninstall or install anything I've
downloaded or try to update something or even change my firewall
settings or system restore, I get a message that says:

"The resource loader cache doesn't have loaded MUI entry."

I don't know what to do. D: I'm freaking out here. I've been to so
many different sites with this problem and I haven't seen anyone else
who had it. v.v

Someone please help meee! T_T

Also, I don't have Norton antivirus, I have AVG free. >< Everyone else
with this problem that I've seen has had Norton.

Down near the end of Page 1 of 2, there is a short post that gives some
hope. I didn't look at Page 2:

I turned off that user program control thingy, rebooted with it off, then
turned it on again and the error went away. Apparently, windows rebuilt some
file and fixed itself. Of course, this was AFTER I had removed norton and
bought zonealarm. Anyway, no more error. Thanks so much for replying to
this. Your response gave me some good ideas!

Be sure to post back if this fixes your problem, and state exactly what you
did, so others can google a successful fix.

Oh dear. v.v Well, from what I've seen, to fix the problem I'll have to
reinstall Vista? Or what is the user program control thingy that you
were talking about?

I hate it when people use phrases like "I turned off that user program
control thingy" in their posts. It makes it difficult to know exactly what
they are talking about. I'm guessing the person I quoted meant UAC (user
account control). Google for the four words vista user account control.
Hopefully you will find info that will help you decide whether this is what
the person meant and some of the ins and outs of UAC.

It would be especially nice if someone more Vista knowledgeable than me
would skim the

link I posted and give and educated guess as to whether 'user program
control thingy' is likely to mean UAC.
